Home Care Worker Immigration Pilots

Home Care Worker Immigration Pilots

Overview

Launched March 31, 2025, IRCC introduced two new 5‑year pilots offering direct pathways to permanent residence for caregivers in Canada — including Child Care and Home Support streams.

🔄 Two Intake Streams

  1. Workers in Canada Stream

    • Opened March 31, 2025, and already capped for 2025.

    • Designed for people currently working in Canada, with valid work authorization or maintained status.

  2. Applicants Not in Canada Stream

    • Opening later in 2025.

    • Suitable for candidates outside Canada who have job offers and sufficient settlement funds.

🎯 Key Eligibility Criteria (Both Streams)

  • Job Offer: Full-time, non-seasonal position in child care (NOC 44100/42202) or home support (NOC 44101).

  • Education: Minimum equivalent of a Canadian high school diploma (foreign credentials require ECA).

  • Language: CLB/NCLC level 4 in English or French, tested within 2 years.

  • Work Experience or Training: At least 6 months of relevant experience within the past 3 years, or 6-month related post-secondary training.

  • Residency Intent: Must plan to live in Canada outside Quebec.

📈 Intake Caps & Volume

Stream / Class 2025‑26 Cap
Child Care 2,610
Home Support 2,610
  • Only Workers in Canada intake counted toward this cap in 2025.

📝 Application Process

  1. For In‑Canada Applicants

    • Prepare documents: job offer, language test, education credentials, work proof.

    • Submit application starting March 31, 2025 — online or paper.

  2. For Outside‑Canada Applicants

    • Await stream opening and prepare same documentation.

    • Must demonstrate settlement funds.

💵 Fees (2025)

  • Processing Fee: CAD 950

  • Right of PR Fee: CAD 575

  • Biometrics: CAD 85 per individual (max CAD 170 for a family)

  • Dependent Child: CAD 260 per child

✅ Why This Matters

  • Direct route to PR no longer tied to employer-specific work permits.

  • Supports both domestic and international caregivers.

  • Reflects Canada’s commitment to valuing caregivers and addressing home-care needs.
