The Quebec Immigrant Investor Program (QIIP) is Canada’s only passive investment immigration stream that leads to permanent residence without requiring direct business management. 2025 QIIP Eligibility Requirements:

Minimum Net Worth: CAD 2 million (individually or with a spouse)

Investment: CAD 1 million in a government-guaranteed 5-year term, plus a CAD 200,000 non-refundable contribution

Management Experience: At least 2 years in the past 5 years

Education: Minimum high school diploma

French Language Proficiency: Level B2 (speaking and listening)

Residency Requirement: Minimum 6 months in Quebec within 2 years under a work permit (12 months combined for both spouses)
How It Works:

Eligibility Assessment & File Preparation
We review your financials, language credentials, and experience to confirm eligibility. -
Submit Notice of Intent to Select (Avis d’intention)
Once accepted by Quebec, you become eligible to apply for a 3-year Canadian work permit. -
Fulfill Quebec Residency Obligation
You and/or your spouse must live in Quebec for the required duration within two years. -
Obtain CSQ & Apply for Permanent Residence
After meeting all obligations, you will receive the Certificat de sélection du Québec (CSQ) and can proceed with the federal PR application.
