• At least 12 months of full-time (or equivalent part-time) skilled Canadian work experience in the past 3 years

• Previously required a Canadian diploma or foreign credential; that educational requirement was removed in August 2023

• Hold or have held temporary resident status in Canada and intend to reside outside Quebec

• Valid Hong Kong or BN(O) passport

• Physically present in Canada and holding valid temporary status at application time

• CLB/NCLC 5 in all English or French linguistic categories

• Intention to reside outside Quebec

🛂 Optional Open Work Permit

• Valid for up to 3 years and allows work for any employer in Canada

• Criteria: Must have held a Canadian study or work permit in the previous 3 years

• Application window for this bridging open work permit extends until May 2029
